In Korean-Chinese restaurants, 6 things signal that the place is trying rise above the typical neighborhood jjajang myeon delivery joint: 1) hand-held menus (not on the wall); 2) porcelain plates (not plastic); 3) tablecloths; 4) long/thick/wooden chopsticks (not stainless steel); 5) tea (not water); 6) banchan (other than yellow radish pickles).
The menu offerings are exactly the same, though the prices tend to be higher – jjajang myeon at Shanghai (neighborhood delivery joint) costs 7,000 won, compared to 8,500 won here.
The food is pretty much the same – I prefer Shanghai across the board (see for comparison 15.040 Jjajang Myeon).
