Chuya is a Japanese restaurant.  Izakaya.

Tebasaki is a Japanese dish.  Chicken wings – the term means “chicken wing tips” – lightly coated in starch, deep-fried, tossed in a savory-sweet glaze with loads of black pepper.  Often served with beer.

Meh.  The black pepper was the kind that comes in a shaker, pre-ground in large flakes, unpleasant gritty texture, weak flavor.  The glaze was a bit too sweet, too savory.  Could only get through 3, leaving 2 on the plate.
