Padak (파닭) is a Korean dish.  Chicken (dak), usually boneless chunks, breaded and deep-fried, dressed in a sweet-sour sauce, topped with topped with shredded scallions (pa).  Both the tanginess of the dressing and the sharpness of the fresh leeks provide counterpoint to the heaviness of the chicken.

I don’t know who claims credit for the dish, but it’s well conceived and deserves kudos.  Personally, I don’t like that everything gets rather soggy and limp after awhile.  A relatively new but now prevalent menu item on the fried chicken delivery scene.

At this particular chain, the dressing is labeled as “wine- and balsamic vinegar-flavored.”
